Ihr spielt den Polizisten Cole Phelps, der in den Straßen für Ordnung sorgen soll. Da die gesamte Polizei allerdings von Kopf bis Fuß in Korruption steckt, wird das nicht sehr einfach. Er muss sich auch mit persönlichen Problemen durchschlagen, weil er im 2. Weltkrieg einige schlimme Dinge getan hat.
